Add small sea shells with your guests names and table number on them for seating arrangement ease. Add sheer champagne tablecloths to make it look like your guests are dining in the sand.

Small tea candles inside bubble bowls, either on top of sand or floating in blue water, will add a romantic touch to the theme.
